Data sovereignty is not a slogan. It is where the compute sits.
Sovereign AI is now a front-line enterprise claim, and for good reason. The harder question for physical operations is not whether data stays inside a company perimeter, but whether intelligence runs where the signal is made.
In recent weeks, major platform and infrastructure names have put “sovereign” on the front of enterprise AI to represent models that run in customer-controlled environments, stacks built for regulated operations, and architectures that promise sensitive data need not leave the building. Cloudera and Mistral described it as enterprise AI that stays under customer control, including air-gapped and edge settings.1 NVIDIA and Palantir, with partners including Dell and Cisco, framed sovereign AI as infrastructure organizations’ control over industrial and supply-chain work.2, 3 That push to keep consequential data under customer control also shows up in the broader on-premises wave, including Cloudera’s August 2026 Anywhere Cloud announcement.4
Enterprises do not want to ship their most consequential operational signals into a public cloud just to get an answer back. That desire is real. Treating “sovereignty” as only a private instance of a cloud model is still incomplete.
Enterprise sovereignty and site sovereignty
Most of the industry conversation is about enterprise sovereignty: keeping proprietary data, models, and training loops inside a perimeter the company chooses, whether private cloud, on-premises data center, or air-gapped facility. That matters for intellectual property and compliance. Enterprise sovereignty is not what a live site is asking when a gate opens, a camera fires, or a restricted zone is crossed.
A campus, plant, house of worship, yard, or training ground already produces a continuous stream of signal: video, access events, radio traffic, sensors, vehicle movement, etc. Those systems were installed to record and alert. They were not designed to reason together, on site, about what is happening in the place they serve. Sending that stream off-premises for inference adds latency, moves data, and still leaves a person to interpret the result, often after the moment that mattered has passed.5
Site sovereignty is narrower and more physical. It asks whether the intelligence that reads those signals runs where the data is made.

Why the distinction matters
- Private cloud is not the same as on-site. Keeping data in a customer-controlled region is not the same as keeping inference next to the gate that just opened.5
- A smarter camera is not a site brain. Device-level AI is useful; it is not the same as binding video, access, and sensors into one operator picture while the event is still live. As Karl Kit put it on September 2, the gap is not a shortage of cameras; it is a lack of intelligence that lives where the data is made.6
- Sovereignty without accountability is incomplete. Every output should be tied to something that happened, or did not, in the physical world, so it can be reviewed.5
RMX is not arguing against enterprise sovereign AI; it just believes that physical operations need a second, stricter standard: sovereignty measured at the site perimeter, in time, with a human still responsible for the call.
